.. however , the fundraising for Enroll America ? One Hundred percent illegal . It violates the Public Health Service Act , as well as , more importantly , the Anti – Deficiency Act . You cannot have people working in government soliciting money outside of the budgetary process , and using it to spend on purposes related to their department . She cannot do that .

.. This time , she tried pulling her act in front of the Senate . Unluckily for her , she was in front of the Finance Committee . The Senate Finance Committee is one of the most evenly divided committees that there is , which is bad enough for the DemoCraps . Even worse , the chairman of the committee is Max Baucus , of Montana . You may wonder why that is such a big deal ?

.. you want to see her Royal Highness get skewered , in public , by senior members ? … I thought that you would . Here are links to comments made by Senate Finance Chairman [Max Baucus] of Montana , and ranking Member [Orrin Hatch] of Utah .

.. Baucus is a moderate , especially in comparison to the loonies in the Senate DemoCrap leadership , such as tricky Dick Durbin and Dingy Harry Reid . Baucus is also pro – tax cut , contrary to most of his party . Most of them are a bunch of tax increase – hungry maniacs . Baucus is not . Baucus is also the author of the ObamaCrapCare legislation . If anyone understands what is going on in that monstrosity of a power grab , it would be Baucus . If anyone understands how badly the implementation of the ObamaCrapCare bill is going , he would know . These are not the only things .

.. Baucus is from Montana , a Red State . If anyone in the Senate DemoCrap caucus understands how big a mess things are right now , it is likely to be someone like a veteran like Max Baucus . Also , Baucus is retiring at the end of his current term , and his seat is likely to be filled by a conservative Republican . Baucus knows it . His retirement , his seniority , and his knowledge of the bill give him a particular level of insight on the bill that many of his Senate colleagues (on both sides of the isle) do not have .

the case of FantasyLand by the Potomac (Washington, D.C.)., loyalty and partisanship almost always come first . Accountability comes later, if it ever does at all.

.. Accountability comes with embarassment . You embarass your political masters in public , and you can guess what happens ? You end up getting shown the door . Loyalty is usually a one – way street . Partisanship never is .

.. This happens in every administration , and Obama ’ s is no different . We have seen this with the fatal mistakes made regarding the Fast & Furious gun program , and in the assault on the U.S. consulate in Benghazi. Democrats, claiming to see these as partisan witch hunts , designed to hurt the administration politically, circled the wagons. Obama stood loyally by Eric Holder and Hillary Rodham Clinton.

.. Loyalty is generally a good thing, in politics, as in life . It also helps to presume competence . But Kathleen Sebelius and the situation with her agency ’ s rollout of Obamacare is different.

.. Sebelius ’ department had over 3 years to prepare to implement ObamaCrapCare . No one ever suggested that commandeering one-sixth of the American economy would be an easy task. It is a next – to – impossible one(Many Republicans suggested the opposite and were dismissed as killjoys for their efforts.) But after the debacle of the last two weeks, liberals and Democrats—not conservatives or Republicans—should be calling for Sebelius’s head.

.. The administration’s handling of the implementation of Obamacare over the past three years has been a slow-moving train wreck: a mixture of embarrassing delays, hard-to-justify waivers, and assorted bad news about the unintended consequences of the law . Some of this was Sebelius’s fault, some of it was not. The crowning blunder came 10 days ago with the rollout of the website, the centerpiece of the administration’s effort to sign individuals up for coverage through the government-run health care exchanges that are at the heart of the legislation. To say this was vitally important to the overall success of the law is an understatement. It is the aspect of Obamacare that the president himself has said is utterly essential—and backed up those words by letting the federal government shut down rather that give in to Republican demands to gut it. Nonetheless, its premiere was a giant flop – and Kathleen Sebelius is responsible.

.. The cost of the government ‘ s website is an outrage . It was supposed to cost only $75 million . The current cost of the site is $650 million … and counting . This is more than LinkedIn, Facebook, Twitter, Instagram or Spotify , put togeth . It has been a disaster from the get-go, freezing, crashing, and locking people out.

.. Does the ObamaCrap crowd have an excuse ? Sure …. but , as usual , it is a lie . The administration’s line is that the website was overwhelmed by surprisingly strong demand, which they cast as a good thing . Yea , right …. Programmers who peeked under the hood of the website scoffed at that assertion, saying that the site was so poorly constructed, so full of glitches , and full of bugs in the code that it could never have supported even the most modest of traffic levels. Some of that code was actually caused by spelling errors in Javascript.

.. It is industry Web standard that you test your creation , inside at out , for any and all forseeable possibilities . As many dry runs as one can budget for are done , to make sure the creation works , and to find the kinks . Even the Obama for America campaign did so for its own campaign websites , as well as its campaign ops . Did HHS ? Nooooooo. Worse still, despite repeated warnings about the deficiency of the site, it apparently was not even taken out for a test drive before the administration launched the thing.

.. “It wasn’t designed well, it wasn’t implemented well, and it looks like nobody tested it,” database programmer Luke Chung told CBS. “I would be ashamed and embarrassed if my organization delivered something like that.” The website remains a mess to this day, and even though Sebelius has issued repeated assurances her team is working around the clock to get it fixed, serious damage has already been done. According to one estimate, just 51,000 people in the entire United States were able to complete applications on the site during the first week.

.. When the Obama administration someone on the liberal side , such as Jon Stewart , you know you have a serious problem . Right now , things are bad. Supporters of Obamacare have a right to be furious with Sebelius. Her agency’s bungling has created a colossal disaster , and has put POTUS ‘ signature achievement, and his legacy, at risk.

.. The GOP is fond of saying that government would work much better if it were run like a business. Any corporation that allowed a COO (or these days , a CTO (or Chief Technology Officer) to mismanage a new product line as important to its image as the Affordable Care Act is to Obama ‘ s would be contemplating their severance package … at best . Most likely , they would be heading out the door … Rapidly !

.. The fact that Republicans haven’t called for Sebelius’ scalp should tell Democrats all they need to know about how much conservatives think she is hurting Obamacare’s cause . The GOP would rather have her stay in place , as a signature of the law . Many political gains can be made off of her disastrous creation . If the president cares about rescuing his signature policy initiative, he should consider putting it under new management right away.

.. this bunch of ObamaCraps has been like a bunch of Keystone Kops , in that these days these seem to not be able to do anything right . It cannot get any worse , can it ?

.. Actually , believe it or not , yes , it can . It seems that the Department of Health and InHuman Services is seeking to ask for vast sums of information be gathered , and then be placed in the electronic form of our medical record . One might think , there is a great deal in there , already . No , not this stuff , evidently .

.. Ideally , one would think that the conversion to Electronic Health Records [E.H.R.s] would be voluntary , and market – based . Well , so far , it has not . People evidently want to make the investment in the technology , though , they just want to agree on a standard that everybody can live with .

..This is where the ObamaCraps have snuck their way in , and gotten their nose under the tent . Expecting that what would become ObamaCrapCare would eventually pass , these schucks put provisions into the Stimulus Bill . Supposedly , the conversion is still “voluntary,” but the government is now forcing the action . Providers will have their reimbursements docked 1 percent (or more) a year for those who do not comply . That is bad enough . Now , these idiots want to grab even more personal information from and through their health care providers , whether we like it or not .

Government Seeking Inclusion of ‘Social and Behavioral’ Data in Health Records

Experts worry about security, use of such information

The Centers for Medicare and Medicaid Services (CMS) wants to require health care providers to include “social and behavioral” data in Electronic Health Records (EHR) and to link patient’s records to public health departments, it was announced last week.

Health care experts say the proposal raises additional privacy concerns over Americans’ personal health information, on top of worries that the Obamacare “data hub” could lead to abuse by bureaucrats and identify theft.

The CMS currently covers 100 million people through Medicare, Medicaid, and the Children’s Hospital Insurance Program and is tasked with running Obamacare.

According to a solicitation posted by the Department of Health and Human Services on Sept. 4, the CMS is commissioning the National Academy of Sciences to study how best to add social and behavioral factors to electronic health record reporting.

The agency said adding social and behavioral data to patients’ online records will improve health care.

“Increasing EHR adoption has the potential to improve health and health care quality,” the contract’s statement of work (SOW) reads. “Parallel advances in analytic tools applied to such records are fueling new approaches to discovering determinants of population health.”

The project sets out to identify “core data standards for behavioral and social determinants of health to be included in EHRs.”

Critics suggested this would create new bureaucracies and negatively impact health care.

“This sounds like an example of the federal government further intruding on the practice of medicine,” said Chris Jacobs, a senior policy analyst at the Heritage Foundation.

“It’s including more pay for performance requirements on physicians to collect all sorts of data in order to get government reimbursements,” he said.

The 2009 American Recovery and Reinvestment Act gave authority to the CMS to pay hospitals and doctors that make the switch to electronic health records, to “encourage widespread EHR adoption.”

Health care professionals who began participating in the program in 2011 or 2012 can receive up to $44,000 for using EHRs for Medicare and $63,750 for Medicaid over 5 and 6 years, respectively.

Though the program is “totally voluntary,” eligible professionals who are not using EHRs by 2015 will see a 1 percent reduction in their Medicare and Medicaid fees each year.

Jacobs says the government’s “pay for conformance” culture in health care is “telling doctors what they have to do and how they have to do it in order to receive government reimbursement.”

The “meaningful use” program already requires doctors and hospitals to report the demographics of a patient and if he smokes to qualify for its first step. The second stage, planned for 2014, will require recording a patient’s family health history.

The National Academy of Sciences will make recommendations for adding social and behavioral data for stage three, which will be unveiled in 2016.

A spokesman for the CMS told the Washington Free Beacon that the agency is in the early stages of crafting the requirements for this stage.

“While we know that they are considering [clinical quality measures], it would allow a greater variety of specialties and procedures to be included,” said Tony Salters, a spokesman for CMS. “This includes items like behavioral health, dental care, drug, and alcohol use, etc.”

The CMS issued a “sole source” contract to the National Academy of Sciences because of “its caliber and expertise in the medical profession,” they said.

A spokeswoman for the National Academy of Sciences told the Free Beacon that the study began on July 15.

Working with the Institute of Medicine, a committee is currently drafting suggestions for collecting social and behavioral data.

The committee will “identify core social and behavioral domains to be included in all EHRs,” the organization said.

Not only will the committee come up with what behavioral data will be collected, they will also suggest how that data can be shared with public health departments.

The contract orders the committee to identify, “Possibilities for linking EHRs to public health departments, social service agencies, or other relevant non-health care organizations and case studies, if possible, of where this has been done and how issues of privacy have been addressed.”

The committee will also look at the “obstacles” to collecting social data for EHRs, and “how these obstacles can be overcome.”

Jacobs said the study is troubling in light of security issues with the Obamacare “data hub,” which will collect Social Security numbers and personal information to verify participation in the health insurance marketplace, beginning on Oct. 1.

“We’ve already seen with the Obamacare data hub and the significant delays that have been associated with it,” he said. “Government auditors have raised concerns about maintaining timelines and implementation and whether the data hub can be implemented in a secure manner that ensures Americans’ medical and financial records aren’t at risk.”

Others have warned that the database is vulnerable to abuse by the numerous government agencies involved, including the IRS, the Department of Homeland Security, state Medicaid databases, and the Social Security Administration.

The potential for social and behavioral data to be shared with government agencies is only more worrisome, Jacobs said.

“This study raises additional questions about the privacy and security implications of the federal government sharing personal health data with other organizations and entities,” he said.

.. the Department of poor Health and inHuman Services is sponsoring a contest , of some sorts . You might be wondering , what for ? I would also wonder , why them ?
.. These idiots are trying to promote ObamaCrapCare , that is obvious . For it to have any chance of any kind of success , HHS needs many young people to enroll in health insurance . Especially subsidized health insurance , courtesy of the exchanges . They need it to work . Otherwise , financially and morally . ObamaCrapCare will not work . Well , guess what ?
.. ObamaCrapCare will never work . The young are not stupid . The ones that are employed , they may well get their insurance through their employer . That is , if they still have a job , or , likely have full – time employment . The employers are not dumb . The penalty for dumping employeees into the exchanges and paying the penalty is not all that large , at all . Especially when compared (either if self – insured , or normally insured) with the current cost of health insurance . Which is going up , no matter what the cost ?
.. Why ? ObamaCrapCare is pushing all sorts of mandates . Any and all kinds of mandates . Many of them which are totally and wholly unnecessary . Which will jack up the costs even further , to near Cadillac – type policies . Which , in most cases , are entirely unnecessary , as well .

Obama Administration Announces Youth Obamacare Video Contest
Law actually discourages young people to sign up, experts say
.. The Obama administration is co-sponsoring a video contest aimed at convincing young people to sign up for health insurance, the Department of Health and Human Services (HHS) announced on Monday.

..The contest offers thousands of dollars in cash prizes to the winners, along with a “Stay Healthy Kit” to the first 100 participants. The kit contains a first aid kit, sun-protection kit, t-shirt, and water bottle.

..HHS partnered with Young Invincibles, a health care advocacy group, to run the contest. It is unclear who is funding the contest. The prize kit is “Brought to you by CMS Marketplace & Young Invincibles,” according to the website. Centers for Medicare & Medicaid Services (CMS) is the federal agency in charge of the insurance exchanges.

..Neither Young Invincibles nor HHS returned inquiries about the source of funding for the contest.

.. HHS released a promotional video on Monday, as well. The video features images of a man falling off of a skateboard with the text “you are NOT invincible” below him and a clip of a person strumming a guitar, with a dubstep track in the background.

..“Soon the Health Insurance Marketplace will give uninsured young people the opportunity to enroll in affordable health insurance, and the Healthy Young America video contest will help them tell their stories to other young people,” HHS Secretary Kathleen Sebelius said in the statement.

The insurance exchanges will open for enrollment on Oct. 1. The public will be able to vote on the best videos between Oct. 1 and Oct. 15.

The goal of the exchanges is to make insurance more affordable, but the structure of the exchanges actually works against that goal, experts say.

Two aspects of the law actually increase the cost of health insurance for young people, said Ed Haislmaier, a health policy expert at the Heritage Foundation.

First, insurance companies can only charge older people three times what they would charge younger people for the same plan. This rule compresses the typical spread of prices, causing the price of insurance for younger and healthier individuals to rise in order to subsidize the artificially low price for older people, Haislmaier said.

Second, all insurance plans have certain requirements for what they must cover and how they are structured, further driving up costs for younger people, he noted.

Failing to attract enough young people could hurt the viability of the insurance plans offered in the exchanges, said Sally Pipes, president of the Pacific Research Institute.

“It’s going to kill insurance companies,” she said.

Millions of young people could save more than a thousand dollars next year by not signing up for insurance and paying the penalty, according to a study released last week by the National Center for Public Policy Research.

.. Kathleen Sebelius seems to think that the imposition of ObamaCrapCare is something like the Civil Rights Movement . That is most definitely far , far from the truth ..

.. The Civil Rights Movement is truly one of the great crusades of our times , or of any time and age . It completed the accomplishment of freedom of the races by engaging in the law full freedom of legal protections , in housing , economics , voting rights , and citizenship . It has begun the task of erasing the stain of the Jim Crow era of legal perversion by freeing a people . It completes the task of individual freedom , not group rights .

.. ObamaCrapCare is an obcence joke . It attempts to impose by socialism something that has no place in the law . It is not even true insurance . Insurance is , by its nature , limited to rare occurences . Health insurance has been perverted , and is not even true “insurance.” It is most definitely nothing , absolutely nothing like the Civil Rights Movement .

Health and Human  Services Secretary Kathleen Sebelius Tuesday urged NAACP members to bring  the same passionate fight to enrolling people in Obamacare that they brought to  the struggle for civil rights.

“Start spreading the word,” Sebelius said  in a speech to the organization’s national convention in Orlando.  “Download  tool kits and customize fliers to hang up at local businesses and restaurants  and barbershops and beauty salons.”

Sebelius has been working extra hard  to raise awareness of the new law before insurance-exchange marketplaces open on  Oct. 1 and begin enrolling consumers in healthcare  insurance, many of them for the first time in their lives, Politico  reports.

She also asked religious leaders to help spread the  word about the healthcare-reform law and how to  apply for coverage under its various programs.  

“Few voices are  more powerful than yours,” she told delegates. “Those are the ones trusted in  communities. Use those voices to educate and motivate.”

Sebelius called  on the NAACP to put as much effort into helping Obamacare work as it has over  the years in the fight for civil rights. 

“You showed it early in the  fight against lynching and discrimination. You showed it by showing inalienable  rights are secured in the courtroom and at the ballot box,” she said. “You  showed it by supporting a health law 100 years in the making.”

Sebelius  also urged the convention to disregard the calls in Washington for repeal of the  law, passed in 2010, and in Republican-led states, where there still is  opposition to creating healthcare exchanges and expanding Medicaid programs as  called for under Obamacare.

The exchanges are to open Oct. 1 in every  state, “despite what governors say,” Sebelius declared. Americans are required  to have health  insurance by Jan. 1, 2014.

“The Supreme Court has issued its decision  [upholding the law]; the people have spoken. President Obama was  re-elected.”

But, she warned, “the enemy is at the door and we know that  they would like to dismantle these initiatives.”
