… ObamaCrapCare strikes Again [#health insurance co – operatives]…

.. yup , the power of the ObamaCrapCare Devil strikes again …

.. this time , it is about a little thing called ” health insurance cooperatives . ”

.. there were 23 of them launched around the United States . They were brought into being with about $2.5 billion in taxpayer money . One would think that , after nearly 3 years , these co – ops would have had a chance to become going concerns . They have not ..

.. 8 of them are dead or dying . 13 more of them are headed in that direction . That accounts for all but 2 of them . I would expect the other 2 coops to follow suit , as well …

.. What gives ? ..

.. the dummies in the government [the ObamaCraps in the government , and the loonie lefties in Congress] have never made a payroll , made a product , or have produced a service . They do not know what it means to be in business , much less run one . Yet these dumbbells designed these damn coops ..

.. the enrollees in the co-ops , as many predicted , were far older and sicker than the folks expected . As a result , the premiums charged for the health insurance were far , far too low . Also , the restrictions imposed by OCC did not allow these coops to charges fees and premiums that were suffiecient enough to meet costs . So , what happens ?? ..

.. the cooperatives collapse .. and the ” death spiral ” begins …

.. he slipped in this provision into the federal budget [yes , two years ago] that makes any spending by the Feds on the so – called risk corridors ” budget – neutral . I am really surprised that the ObamaCraps let this thing get thru in the first place . Amazed would be a better guess . Another would be the height of arrogance and narcissism , that would make them overlook this …

.. huh ?!?! ..

.. in plain English , the ” risk corridors ” are designed to protect the insurance companies [and the co – ops] from the fallout from excessive #s of claims during the early years of OCC . Making this budget – neutral means that the Obamacraps cannot do a backdoor bailout of the companies , using federal funds ..

.. many of the health insurance co – ops have collapsed . Most of the others are on the brink of collapse . Also , insurance companies [large and small] are beginning to pull out of the state OCC cooperatives . This is really putting the states [and their creations] in a financial bind . Also , it could and will get much worse ..

MSK is one of the finest hospitals in the United Staes , if not the world . But the NY state exchanges would only have one coop , Health Republic , that would carry MSK …

.. among those being hurt are 250 NYC cancer patients . They had gotten their cancer [oncology] care at MSK . HR helped provide that care . But you cannot provide that care if you are out of business ..

.. it helps if your business , if even a non – profit , is a going concern . It means that , at least , your revenues are close to or are equal to your expenses . HR no longer is one ..

.. the state of Michigan is changing and has changed , markedly . It is now , what I believe is a ” White ” state . It has a Republican governor [Rick Snyder] , and has a Republican – controlled legislature . The Michigan Supreme Court is narrowly controlled by conservatives , over the liberals .

.. However , recently , it has been voting , albeit narrowly , for DemoCraps in Presidential elections . Both of their US Senators are DummyCraps , although I believe that is about to change .

.. this ad is a beaut . It is going to be shown , time and time again . Peters ‘ opponent (likely Terri Lynn Land) does not even have to run it . The news media is going to run it over and over . White House weighing plan to extend ObamaCare’s “risk corridor,” i.e. bailout, program beyond 2016?

The program’s supposed to be transitional, sunsetting in 2016 after the new exchanges have had a few years to launch and then stabilize.

Emphasis on “supposed to be.”

Industry insiders told the Washington Examiner a plan to extend the Affordable Care Act’s “risk corridors” are under discussion, but that administration officials have not made a final decision…

The Obama Administration is now weighing a plan to grant an additional three-year extension for non-complaint plans on the individual market. Such a move would prevent millions of people from losing their policies in the critical weeks and months before the 2014 election.

But it would also allow people on the individual market to keep non-compliant plans beyond the risk corridor’s 2016 expiration date, leaving health insurance companies serving the exchange vulnerable to financial losses as the more healthy customers continue to stay out of the exchanges.

Health insurance companies are looking for something in exchange for the three-year extension, which will make it much harder for them to sign up healthier and younger customers. Extending the risk corridor program is part of that conversation with the White House, industry sources said.

Remember back in November when Obama was eating truckloads of crap for breaking his “if you like your plan” promise? His solution was to let insurers “un-cancel” canceled plans — but lost in the hubbub at the time was the fact that he said he’d allow it for just one year. The obvious problem with that timeline is that it means this issue will bubble up again this fall, just in time for the midterms. New solution, then: Quietly allow insurers to keep un-canceled plans in effect past the midterms, for another three years. That’s how Obama just “solved” his little electoral problem with the employer mandate, isn’t it? Three-year extensions across the board, to minimize the damage to Democrats from his pet boondoggle in November. The problem is, because the old un-canceled plans are typically cheaper than expensive new “comprehensive” ObamaCare exchange plans, the extension means insurers are suddenly looking at less revenue than they counted on all the way through 2017. That’s where the “risk corridors” come in. Assuming the Examiner’s report is true, the White House is going to make this worth the industry’s while by extending the timeline for the bailout program too. Any losses they suffer in 2017 would, presumably, be partly offset by Uncle Sam even though the “risk corridor” is supposed to have terminated by then. Your tax dollars will buy insurers’ complicity in yet another illegal extension.

Bob Laszewski kinda sorta saw this coming, by the way. Last month he published a post arguing that, for all its faults, ObamaCare won’t cause a death spiral in the insurance industry anytime soon. The reason: The “risk corridor” program. Since Uncle Sam’s on the hook for any heavy losses in the industry, insurers are under no immediate pressure to raise premiums, the potential trigger of a death spiral. They can keep premiums artificially low — at least for a few years, until the “risk corridor” sunsets. Laszewski figured insurers would give the White House one more chance next year to get their act together on implementation and to start signing up the uninsured en masse; if they failed, he said, he expected companies to start parachuting out of the exchanges in 2016 before the “risk corridor” program expires. Which is to say, it’s very much in the White House’s interest to keep the program in effect, if it can, to keep insurers from abandoning the exchanges, especially if HHS has reason to think the risk pools they’re projecting will be less young and healthy than they had hoped. (And they do have such a reason at the moment.) The last thing Democrats need in a presidential election year is “Insurers give up on ObamaCare” headlines. Promise them some more sugar and you can avoid that. Maybe.

It seems naive at this point to ask whether the White House could extend the “risk corridor” unilaterally or whether that would be illegal. If they want to do it, they’ll do it regardless. O’s theory in issuing periodic delays or extensions for ObamaCare’s provisions is that, during the law’s transitional phase, he has some latitude legally to tweak implementation to make it go more smoothly. Extending the “risk corridors” past 2016, though, would mean the “transitional” phase had lasted past the end of his own presidency. It’s dubious, but it’s also in character. Here’s a question, though: Why would insurers leak this info now, when Marco Rubio’s trying to build support within the GOP for a bill to repeal the “risk corridor” program? He’s had little luck getting it on the leadership’s radar but his luck could change now that rumors are swirling that the bailout provisions might be extended into 2017 and beyond. The recent CBO numbers that found that the “risk corridor” could actually make money for taxpayers is a problem for the GOP, but (a) CBO’s numbers can be challenged and (b) CBO assumed that the “risk corridor” would be gone by 2016. Even if O decides to unilaterally extend the program, a new Republican Senate next year could join forces with some red-state Dems and Boehner’s House majority to repeal it, forcing Obama to either acquiesce in the repeal or to veto it and be seen as singlehandedly defending indefinite bailouts for insurers. Very strange that insurance industry sources, who stand to benefit, would be blabbing about this now.

The Obama Administration may extend beyond 2016 a federal reimbursement program for health insurance companies that lose money by participating in the newly created health care exchanges.

Industry insiders told the Washington Examiner a plan to extend the Affordable Care Act’s “risk corridors” are under discussion, but that administration officials have not made a final decision.

The risk corridor program was written into the 2,700-page health care bill to help the insurance companies offset losses if they enroll too few healthy customers and sign up too many people with high health care costs.

Risk corridors are aimed at keeping premiums from skyrocketing by requiring the government to “share in the risk associated with the new marketplace,” according to the health care lobbying group America’s Health Insurance Plans (AHIP).

Insurance companies pay into a pool to cover losses for companies that fare poorly but the federal government must step in if there is widespread loss, which some say could happen due to the lack of participation on the health care exchanges from young and healthy individuals.

The program, however is only meant to be short term, AHIP said, to “ease the transition between the old and new marketplace.”

But the disastrous rollout of the law resulted in millions of people on the individual market losing health care policies that did not include the “essential benefits” required under the new health care law, including maternity care and pediatric dentistry. The resulting public outcry prompted President Obama on Nov. 14 to announce that health insurance companies could allow customers to keep their old plans for an extra year.

The Obama Administration is now weighing a plan to grant an additional three-year extension for non-complaint plans on the individual market. Such a move would prevent millions of people from losing their policies in the critical weeks and months before the 2014 election.

“If the extension increases adverse selection, premiums will go up and taxpayers will be on the hook for more money through extending the risk corridors,” Mike Tanner, a health care policy scholar at the Cato Institute, a libertarian think tank, said. “The question is, how much? And I don’t think anybody knows because I don’t think anybody knows how many people we are talking about.”

John C. Goodman, the president and CEO of The National Center for Policy Analysis, believes insurance companies participating on the exchanges are headed for significant losses as the sickest and most medically vulnerable get dumped into the exchanges and waivers and delays are granted to the healthy.

In Detroit, for example, city officials are considering pushing onto the health care exchanges municipal retirees who are too young to qualify for Medicare.

“I can understand why they are talking about extending the risk corridors because I think the losses are going to be quite large,” Goodman said.

Health care law supporters point out that the federal government can make money off risk corridor programs. A Congressional Budget Office report last week predicted the federal government won’t lose a dime through the risk corridor program but will end up netting $8 billion.

The CBO based its estimate on the performance of risk corridors established under the Medicare Part D prescription drug benefit program passed by a Republican-led Congress and signed into law by President Bush in 2003.

“The risk corridor program was a good idea during the Bush administration, and it worked,” Rep. Elijah Cummings, D-Md., said during a recent hearing on the program. “Rather than a bailout for insurance companies, the program has resulted in $7 billion in net gains to taxpayers. But now since these same mechanisms are part of the Affordable Care Act, Republicans argue that they are a bailout for insurance companies.”

Critics in and out of Congress want legislation to repeal the risk corridors and warn that Obamacare won’t yield the same kind of results as Medicare Part D because of the much larger size and scope of the new health care law and the potential for a much larger pool of sick and unhealthy on the exchanges.

“Medicare Part D made money, but I don’t think that’s going to be true here,” said Douglas Holtz-Eakin, the former director of the Congressional Budget Office who now runs American Action Forum, which describes itself as a center-right policy institute.

Sen. Marco Rubio, R-Fla. has introduced legislation to repeal the risk corridor provision in the health care law, but Senate Majority Leader Harry Reid, D-Nev., has no plans to take up the bill.

… Wow ! KY Woman Confronts B.H.O. About Losing Her Plan & Her Son’s Doctor Due to ObamaCrapCare (Video) …

During a Friday Google+ Q&A session broadcast on YouTube, President Barack Obama was confronted by a Kentucky mother who says she lost her health care plan and her son’s medical specialist due to Obamacare.

“I’m probably not the only one whose had really a panicked experience lately trying to figure out if my 10-year-old son can continue with his specialist or not. I know that I can’t keep my plan — which I liked — but as I’m trying to figure out what to do going forward, I’ve spent weeks with days on the phone getting confidently delivered wrong answers, conflicting information.”

Obama did not have any explanation for the complete horror he’s put this woman through.

The stupidity of the Essential Benefits package and the rigidity and bureaucracy of the system that has been created is a big part of the reason why . Also , the rules adopted by H.H.S. as regards to ” full time ” employees are giving employers a very good excuse to cut both  employment numbers and employment hours fairly rigorously  . They would be stupid to do otherwise …

.. The full time equivalent numbers give businesses an excellent reason to cut back to only what they need . If they can get below the ObamaCrapCare minimums , they will try . When and where possible , they will try to reduce hours per week per employee to reduce on benefit and health insurance costs , however possible ..

.. The idea of ObamaCrapCare is to cover the uninsured . What it has been doing , however , has been to totally screw up the regular insurance markets . It has also called into question how many people are actually uninsured , and how those numbers are being measured . Where that hits is that if these folks are not enrolling , is why ? The law ‘ s official name is the Affordable Care Act . if the insurance is in fact unaffordable …

Aetna CEO: We might have to pull out of ObamaCare because it’s not attracting uninsured

One of the nation’s biggest health insurers is worried enough about a scenario in which it would have to pull out of Obamacare exchanges that its CEO is willing to talk about the possibility on national TV from Davos. It may be partly a signal to the administration to get this train moving, but it’s no doubt also a reckoning with reality. Obamacare is not attracting the uninsured, and if the administration would stop changing the rules long enough for insurers to get a handle on who is in the exchange population, they’d no doubt find that population is far more sick and expensive than it was supposed to be.

Aetna CEO Mark Bertolini told CNBC on Wednesday that Obamacare has failed to attract the uninsured, and he offered a scenario in which the insurance company could be forced to pull out of program.

The company will be submitting Obamacare rates for 2015 on May 15.

“Are they going to be double-digit [increases] or are we going to get beat up because they’re double-digit or are we just going to have to pull out of the program?” Bertolini asked in a “Squawk Box” interview from the World Economic Forum in Davos, Switzerland. “Those questions can’t be answered until we see the population we have today. And we really don’t have a good view on that.”

He said that so far, Obamacare has just shifted people who were insured in the individual market to the public exchanges where they could get a better deal on a subsidy for coverage. “We see only 11 percent of the population is actually people that were firmly uninsured that are now insured. So [it] didn’t really eat into the uninsured population.”

For Obamacare to work better, it needs more flexibility and choice of insurance programs, Bertolini said. “We need to make it a lot more simpler for people. There needs to be more choice. When you get more choice, you make it more of a market and you get more people in the program.”

Bertolini’s comments illustrate the bind the insurance industry is in—and, yes, they jumped in with Obama on this deal expecting a bunch of people to be forced to buy their product. Obamacare has failed in such a way as to force them to raise rates dramatically. If they raise rates dramatically, the very administration that needs them to stick with the program will be calling them bad apple patent medicine salesmen because vilifying them will be the only hope for politically extricating itself from its policy failure, at least temporarily. And, in the meantime, the industry can’t even get a handle on who is in the exchanges because the administration keeps changing the rules every five minutes. A couple of industry folks told me last week, even if the news about the make-up of the exchanges is bad, it’d be better to figure it out, get some experience with the population, and gauge what can be done for cost containment. Obama’s short-sighted game of switcheroo doesn’t allow much actuarial science to take place.

The economy is not in the best of shape , the job market sucks , inflation could well take off , and the federales are monkeying around with people ‘ s health care — just in time for the Midterms . The DemoCraps are running scared , especially in districts and states that are at least decently competitive .

.. It will help the GOP to gain seats in the House of Representatives . How many , God knows . The Senate is in play , though . 3 to 4 seats , net , are likely to flip to the GOP , meaning the Republicans need at least 3 more seats (net) to take over the Senate . The way things are going , it could be a whole lot more than that …

.. when I fell ill , and was medically confined to where I live (with good reason , then , and now [to a point]) , I had to choose to apply for Medicaid . I actually had a choice . Not much of one .

.. Yea , right , not much of one . I would have had a sky – high liability for my bill , with virtually no $$ to pay it . So , choosing not to was not much of an option …My finances had been flattened . I am completing the process of going through Bankruptcy . Also , because of the severity and the chronic nature of all of this , my student loans [all of them] will be discharged . So , I will be able to start out fresh . But , I could choose to apply for Medicaid …

.. Not now . If your income is of a certain level , BOOM , in you go to Medicaid . You do not get to choose , and go to get private insurance . The government sticking its nose into this intimate choice in my life is offensive …

The dummies set the fines for dumping people into the exchanges far too low . if those idiots had been thinking , they would have set the fees for the “fines” for putting employees into the exchanges at a far higher level , and then index them to inflation . Now , those dummies are reaping the fruits of the consequences , not thinking about how the market would react to ObamaCrapCare . Thus , the law of unintended consequences continues to strike .

.. You add that , onto the reductions in working hours because of ObamaCrapCare , you get what is happening now . It was eminently and easily forseeable . If only those markets understood the markets , and how that they really worked . But nooooooooo …. . Nice going , Dumb – Dumbs !!

.. Also , the ObamaCraps had publically run exchanges in mind . They would be ones run by the states themselves , or by regional entities , or by non – profits . What  they did not want and did not expect was that there would be for –  profit exchanges out there .

Also , Walgreens is doing this by what is  called “defined contribution.” A defined contribution (D.C.) plan basically lets the insured have their choice of insured plans , in this case within the privately – run exchange that Walgreens has chosen for them . Also , Walgreens is attempting to limit their health insurance exposure . The “fine” for non – participation is so loooow that it is worth it to them to have the employees go to the privately run exchange for their health insurance choices . The D.C. helps protect them from the increasing cost of medicine by going  to this privately – run for – profit exchange .

.. Quite clever by Walgreens . And not what the ObamaCraps had in mind …

.. the Department of poor Health and inHuman Services is sponsoring a contest , of some sorts . You might be wondering , what for ? I would also wonder , why them ?
.. These idiots are trying to promote ObamaCrapCare , that is obvious . For it to have any chance of any kind of success , HHS needs many young people to enroll in health insurance . Especially subsidized health insurance , courtesy of the exchanges . They need it to work . Otherwise , financially and morally . ObamaCrapCare will not work . Well , guess what ?
.. ObamaCrapCare will never work . The young are not stupid . The ones that are employed , they may well get their insurance through their employer . That is , if they still have a job , or , likely have full – time employment . The employers are not dumb . The penalty for dumping employeees into the exchanges and paying the penalty is not all that large , at all . Especially when compared (either if self – insured , or normally insured) with the current cost of health insurance . Which is going up , no matter what the cost ?
.. Why ? ObamaCrapCare is pushing all sorts of mandates . Any and all kinds of mandates . Many of them which are totally and wholly unnecessary . Which will jack up the costs even further , to near Cadillac – type policies . Which , in most cases , are entirely unnecessary , as well .

Obama Administration Announces Youth Obamacare Video Contest
Law actually discourages young people to sign up, experts say
.. The Obama administration is co-sponsoring a video contest aimed at convincing young people to sign up for health insurance, the Department of Health and Human Services (HHS) announced on Monday.

..The contest offers thousands of dollars in cash prizes to the winners, along with a “Stay Healthy Kit” to the first 100 participants. The kit contains a first aid kit, sun-protection kit, t-shirt, and water bottle.

..HHS partnered with Young Invincibles, a health care advocacy group, to run the contest. It is unclear who is funding the contest. The prize kit is “Brought to you by CMS Marketplace & Young Invincibles,” according to the website. Centers for Medicare & Medicaid Services (CMS) is the federal agency in charge of the insurance exchanges.

..Neither Young Invincibles nor HHS returned inquiries about the source of funding for the contest.

.. HHS released a promotional video on Monday, as well. The video features images of a man falling off of a skateboard with the text “you are NOT invincible” below him and a clip of a person strumming a guitar, with a dubstep track in the background.

..“Soon the Health Insurance Marketplace will give uninsured young people the opportunity to enroll in affordable health insurance, and the Healthy Young America video contest will help them tell their stories to other young people,” HHS Secretary Kathleen Sebelius said in the statement.
..Participants have three options for the kind of video they can make: a video showing how they could need health insurance; a song; or a digital animation.

The insurance exchanges will open for enrollment on Oct. 1. The public will be able to vote on the best videos between Oct. 1 and Oct. 15.

The goal of the exchanges is to make insurance more affordable, but the structure of the exchanges actually works against that goal, experts say.

Two aspects of the law actually increase the cost of health insurance for young people, said Ed Haislmaier, a health policy expert at the Heritage Foundation.

First, insurance companies can only charge older people three times what they would charge younger people for the same plan. This rule compresses the typical spread of prices, causing the price of insurance for younger and healthier individuals to rise in order to subsidize the artificially low price for older people, Haislmaier said.

Second, all insurance plans have certain requirements for what they must cover and how they are structured, further driving up costs for younger people, he noted.

Failing to attract enough young people could hurt the viability of the insurance plans offered in the exchanges, said Sally Pipes, president of the Pacific Research Institute.

“It’s going to kill insurance companies,” she said.

Millions of young people could save more than a thousand dollars next year by not signing up for insurance and paying the penalty, according to a study released last week by the National Center for Public Policy Research.

.. Congress must vote to increase its own pay . Even if it is done by a cost-of-living formula . The Congress must still vote to do it . Executive action does not count . The U.S. Constitution still applies , booys and girls .

..  due to a  so – called “creative interpretation”  of ObamaCrapCare , members of Congress and their staffs will be able to keep a financial subsidy that they had been receiving  for years to help pay for their health insurance .

.. Members and their staffs receive their health insurance through what is called the Federal Employee Health Benefit Program . It is a competitive program , one that has been moderately successful at restraining health insurance costs and payments for these knuckleheads . However , in the ObamCrapCare bill , that was specifically disallowed . The congresscritters , senators , and their staffers had to get their health insurance through the “exchanges” that were created under O.C.C. . OC.C. also cut off the subsidy . Boy , were the staffers not thrilled with that .

.. The Members were afraid of a “brain drain” on the Hill . The law , as passed , would make people kick in an added $5k to $10k for  their health insurance , per year . So , the  ObamaCraps got “creative.”  The ObamaCrap Admin “reinterpreted” the law , and PRESTO ! The folks got their subsidy back .

.. Slight Problem . The United States Constitution . The law is  clear . No subsidy . Also , if the Members change it , it changes their salary . Ergo , the problem with the 27th Amendment . An election must intervene until the members can receive their subsidy , again . The staff cannot until the law is changed , and the ObamaCraps are scared shitless about re  – opening  you-know-what . Once the can is re-opened , katy – bar- the – door on what else gets changed .

[Wegmans Grocery Chain Cuts Benefits, ObamaCare Blamed]

.. An upstate New York grocery chain that had been praised for offering health insurance to its part-time employees will eliminate those benefits as a result of the federal health-care law passed in 2010.

.. “Several Wegmans employees confirmed part-time health benefits had been cut and said the company said the decision was related to changes brought about by the Affordable Care Act,” the Buffalo News reported late Wednesday. Under the so-called ObamaCare law, “part-time employees are not eligible for health insurance subsidies if their employer offers insurance,” the newspaper noted. By eliminating the employer-provided benefit, Wegmans makes its part-time employees eligible for government coverage funded by taxpayers.

.. The Rochester-based Wegmans issued a statement to the News: “As a private company, we don’t share specifics of our employee benefits programs. It’s a given that health care reform will result in some changes to our benefits program, but it will not change our commitment to meeting the needs of our employees.”

… it is not the “How we do It , ” it is the Final Product that is the Problem …

.. Folks still do not like ObamaCrapCare , and even POTUS ‘ handling of health care in general .

.. the rotten approval ratings may well reflect the sense that voters have that Obama doesn’t comprehend how many problems have shown up and how disruptive ObamaCrapCare already has been .

.. Among those flaws are the spike in insurance rates , the impact on the national debt ,  the shifts to part – time work (business ‘ coping with the added costs of OCC) , along with the slow rate of new job creation . Adding to it is the uncertainty created among employers about them dumping their own insurance plans , thus dumping employees into the “exchanges . ”

.. It does not even begin to take account for the impact of Medicaid expansion is going to have on state budgets , which is likely to be substantial . Also , the impact that taxes on upper income taxpayers is going to have on the economy , in general , and on economic investment , in particular . Not to mention the ongoing warfare on religious faith via the HHS mandate on birth control and abortion – inducing drugs .   .. Obama’s health care law was designed to expand access to the uninsured. It is  noble goal , if not a smart political priority. In order to win support for the law , POTUS claimed it would lower costs , improve the quality of care , and not force anyone off their current health care plan . Wrong on all three counts . Rates are soarding , the quality of care is steadily declining , and greatly increasing numbers of people are being forced off of their employer ‘ s health plans .

.. The Democrats are on the verge of a major panic attack . Currently , they are worried about the implementation . They should be much more worried , as should we all , about  the end product . The GOP is on the attack , exposing the bad results , but they need to move . They have to move on further on the offensive , and explain how the OCC plan is itself entirely unworkable .

.. Also , they should bring attention to the benefits (and the risks) of a market – based health insurance reform plan . People more be leery of it . But ,  they may be much more willing to listen , with the complete mess that OCC turned out to be .
