.. the E.P.A. did . They breached the tailings [containment] pond , thus releasing the contanminated materials , including the contaminated water , into the Animas River . The E.P.A. and its contractor had all of the relevant plans and designs . They just blew them off , and because of it the damn to the pond [more like a small lake] was breached …

.. and now we have one hell of an environmental mess on our hands . The taxpayer [yes , you and me] is likely to get the bill for this megastinker …
