Usually , what is used is called ” static scoring ” analysis . it assumes that possible policy changes have no effect on the government or on the economy . Which , if anyone understands economics , is incredibly stupid …

Using this method [dynamic scoring] is not easy . It relies on the use of models and assumptions . Well , so does static . With use , the models in dynamic scoring will become more accurate …

.. not using dynamic scoring is insane . You really need to understand what you are doing . If you want to understand what your proposed change in policy might do , you have to figure out what effect that it will have . You cannot ignore it . To do so would hit the Law of Unintended Consequences …

.. I wish Senator Portman well . it will not be easy to get this proposal adopted , but the effort will be worth it . The debate needs to be fought , and eventually it will be won …
