Vatican embassy move draws fire from former US envoys

Plans to move the U.S. embassy to the Vatican onto the grounds of the larger American embassy to Italy, though in a separate building and with a distinct entrance, are drawing fire from five former American envoys despite the tacit consent of the Vatican itself.

Justified primarily on the grounds of enhanced security, the move is described by former U.S. Ambassador James Nicholson, who’s also a former Secretary of Veterans Affairs in the Bush administration and a former chair of the Republican National Committee, as a “massive downgrade” in U.S./Vatican ties.

“It’s turning this embassy into a stepchild of the embassy to Italy,” Nicholson said.

“The Holy See is a pivot point for international affairs and a major listening post for the United States,” he said, “and to shoehorn [the U.S. delegation] into an office annex inside another embassy is an insult to American Catholics and to the Vatican.”

Nicholson, who spoke in an interview Wednesday with NCR, joins former Bush envoys Francis Rooney and Mary Ann Glendon as well as Raymond Flynn, the first Clinton ambassador, and Thomas Melady, who served the first President Bush, in objecting.

“In the diplomatic world, if you don’t have your own separate space, you’re on the road to nowhere,” said Rooney, who served as ambassador from 2005 to 2008. He’s author of The Global Vatican [1], a new book on U.S./Vatican relations.

While the move has not yet been publicly announced, a contract for renovations to the new facility has been awarded, and it’s tentatively scheduled to open in January 2015. The embassy is presently located in a building near Rome’s Circus Maximus, roughly 3 miles away from the other American diplomatic facilities in the city.

Although the Vatican traditionally has insisted that countries maintain embassies in distinct locations as a way of underscoring its autonomy, signals in this case suggest it won’t protest the relocation.

On background, a senior Vatican official told NCR on Monday that safety is a “real concern,” especially in the wake of a lethal June 2012 assault on a U.S. diplomatic compound in Benghazi, Libya, that claimed the lives of an American ambassador and three other officials. A U.S. State Department report after that assault recommended consolidating facilities wherever possible.

As long as the embassy remains “completely separate” from other U.S. missions, the Vatican official said, the new site represents a tolerable exception to normal practice.

The current and former Vatican ambassadors of the Obama administration as well as a senior official of the U.S. State Department all told NCR the move is primarily about security. They also say the move will bring cost savings and improved facilities and will not be accompanied by cuts in personnel or resources.

“I see no diminishing in the importance of the relationship at all,” said current U.S. Ambassador Ken Hackett.

In truth, Hackett said, “the relationship between the Vatican and the U.S. government hasn’t been better than it is right now in quite a while,” especially under Pope Francis.

That view was echoed by the State Department official.

“Having the embassy close to the other missions gives it greater stature,” the official said, who was authorized to speak to NCR on background. “It makes it central to everything the U.S. is doing in Italy and the region rather than being out of sight and out of mind.”

Especially given the global interest in Francis, the official said, “If anything, we anticipate intensifying our relationship.”

Hackett and others note that a few other countries, such as Israel, have always had their embassies in Rome at the same location while others, such as the United Kingdom and the Netherlands, have recently combined them.

Those assurances, however, haven’t mollified the critics. Nicholson rejected the security argument, calling it a “smokescreen.”

“That’s like saying people get killed on highways because they drive cars on them,” he said. “We’re not a pauper nation … if we want to secure an embassy, we certainly can.” He said protection at the current location is “state of the art.”

Flynn described the move as part of broader secular hostility to religious groups, the Catholic church in particular.

“It’s not just those who bomb churches and kill Catholics in the Middle East who are our antagonists, but it’s also those who restrict our religious freedoms and want to close down our embassy to the Holy See,” Flynn told NCR.

Flynn said he can’t see any “diplomatic or political benefit to the United States” from the relocation and called it “shortsighted.”

Melady told NCR that no matter how the move is justified, it will be perceived in diplomatic circles as scaling back.

“Whether that’s the official reason doesn’t really matter, because that’s how people will see it,” Melady said.

Hackett called those perceptions off-base. Among other points, he said, the new facilities include better office space and the ability to host small conferences involving 30 to 40 participants.

All told, Hackett said, the new site will give visitors the impression that the United States is “serious” about engaging the Vatican.

The idea of moving the embassy has been around for at least a decade. Under former Ambassador to Italy Mel Sembler, who represented President George W. Bush from 2001 to 2005, the U.S. acquired a large building and other property adjacent to the embassy to Italy, located on Rome’s upscale Via Veneto.

The third U.S. embassy in Rome, a mission to the Food and Agriculture Organization and other U.N. agencies, moved into that compound in early 2012.

Both Nicholson and Rooney said moving the Vatican embassy to the same location was floated during their tenures, and both resisted it on the grounds that the delegation to the Vatican needs its own identity, including a separate physical location.

After the Benghazi attack, momentum for moving the embassy gathered steam. Those conversations took place toward the end of the term of former Ambassador Miguel Diaz, who represented Obama from 2009 to 2012.

“There are really serious issues in terms of protecting U.S. diplomatic personnel,” Diaz said. He said the move is “absolutely not a downgrade.”

Diaz said it will promote collaboration among the three American embassies in Rome, creating “more possibilities to do what we want to do.”

Hackett said the Vatican embassy no longer will have to pay the annual lease on its present location, which he estimated at between $600,000 and $1 million. Officials say once it’s operational, the new facility will have separate signage and a separate entrance on Rome’s Via Salustina, marking it as a distinct diplomatic operation.

Glendon disputed the notion that the United States ought to cite what other countries have done as precedent, saying the importance of the relationship merits its own location and profile.

“Both [the U.S. and the Vatican] are global actors,” she said. “The Holy See’s sphere of concern, like that of the United States, is worldwide.”

Diaz suggested that since much of the blowback is coming from representatives of Republican presidents, it may have a partisan edge.

“We need to look at the evidence and the facts rather than politicizing this move,” Diaz said.

Nicholson disputed that charge, noting that his initial objections were lodged under the Bush administration while a fellow Republican was the ambassador to Italy.

“There’s no partisan motivation on my part,” Nicholson said. “I’ve served there, I know the importance of this post, and I know the damage that will be done.”

Although the State Department official described the decision as a fait accompli, Nicholson said he still hopes it can be reversed.

“They like to use the term ‘reset’ in talking about diplomacy, and I think this is something that can be ‘reset,’ ” he said, saying he’s had conversations with political leaders “on both sides of the aisle” in an effort to roll it back.

The U.S. Embassy to the Holy See also maintains an official residence for the ambassador, a picturesque 19th-century building known as the Villa Richardson rented from the American Academy on Rome’s Janiculum Hill, which is often used for receptions and other events. Officials say there’s no plan to change that residence.

Former Ambassador Frank Shakespeare, the only other living former U.S. envoy to the Vatican, did not respond to a request for comment on this article.

.. The commemoration of the event was a very big undertaking   .  Many tens of thousaands of people attended the recreation of the event and  the speeches from the dedication of the cemetary .

.. Nothing more momentous in the changing of  our nation would have represented us as a nation better than your prescence at this commemoration  . Especially with you as our President being  there , delivering Mr. Lincoln ‘ s Gettysburg Address . But , where were you ?

.. I was born just under a year later . Believe it or not , I never asked my parents or my older family members about what their feelings were and their reactions were to the assasination . When I was old enough to understand the history of the times , it was 1973 or 1974 , I was around 9 or 10 years old , and it was around the time of Watergate (and President Nixon ‘ s resignation) .

.. I realized how raw the feelings were with people ,  just 10 years after the event .They were raw , even then . Even with the history that I studied [AP US History , for example] , I did not think that it was in good taste to ask about the subject . Unless I knew the person well , and I did so in private .

.. I began to realize how I might have felt , because I was in my sophomore year of high school [March 1981] when my personal and political hero , President Ronald Reagan was shot in an attempted assasination in Washington , D.C. . I was upset as hell , and very worried about the President ‘ s condition , until I knew that he was out of surgery and was in satisfactory (or better condition) . Thank God he was o.k. , but I received a reminder of how precious life is , and how precious  it is for those we have in our lives …

.. Ford Jr. is the Boy Scout of the corrupt Ford family of Shelby County , Tennessee , where he is originally from . He used to represent the 9th District (the district that Steve Cohen does now) of Tennessee , which is pretty much Shelby County , and the surronding area . It is not a minority – majority district , but it does not have to be . Shelby County is in the southwestern corner of Tennessee , and the packed – in minority population gives any Democrat , in particular a black Democrat (albeit Cohen is white) a built – in advantage and power base . This is one that the Ford family has used to its advantage for many decades . However , these idiots have gotten themselves into no end of corruption scandals , time after time .

.. At least Harold Jr. behaved himself . He even ran for the U.S. Senate , and nearly won . He did not lose by much . He is not the prototypical black Dem , being pro Socialism and anti – business . Jr. is far more moderate .

.. So , at least , even now living in New York ‘ s Westchester County , and being a now wealthy investor , the DemoCraps would be wise to listen to this guy . He is a relatively straight – arrow , as most Dems go . He is also more moderate , and is a natural candidate to run for office again , either in New York , or , if he wanted to , after his return to his native Tennessee …

.. This company (PSC Metals) is originally a very small business . They have since grown to a multi – hundred million dollar operation , with over 1,000 employees . They have done the ” math , ” and have decided that it is cheaper for them to send their employees into the health exchange in Ohio . In Ohio , because of Ohio ‘ s refusal to create one , they will have to join the crowd dealing with the mess because Ohio ‘ s exchange is one that was created by the federal government . That is not the only problem .

.. Ohio is the home state of law Professor Scott Adler [Case Western Reserve University] . He and Cato scholar Michael Cannon wrote the seminal paper on the illegality of the offering of tax credits by federally – created exchanges in states that refused to create one themselves . Ohio , no doubt , has a court case similar to Oklahoma ‘ s ” Pruitt v HHS , ” which challenges the legality of those tax credits and penalties , and is much further along .

.. I am willing to guess that that one , or the one in D.C. , or both , will result in injunctions blocking the tax credits and penalties for those federally – created exchanges . When that happens , effectively , the game is over . It would affect nearly 36 states , in which the Feds created the health benefits exchanges . The other 14 states and DC ‘ s would be untenable , due to the uncompetitive advantage .

.. don’t worry , folks , this time , this one is a good story about health insurance reform .

.. these three guys (young 20-somethings) took it upon themselves to create something working . Well , guess what ? They did it ! They created a really simple website , entitled ” TheHealthSherpa.com  . ” It holds up to a old rule , ie K.I.S.S. , keep it simple , stupid .

.. Incredibly , for over three years , the government managed to blow thru over $600 million . They have created the technology – equivalent of a clusterf**k . And these guys did this . It is far simpler , and is very easy to use .

.. You can scan over the offerings , very quickly , very easily . You can change the entry items , if you need to , and the site will not regurgitate or crash .

.. Though the government engaged outside companies for various aspects of the project, it chose to put bureaucrats within the Centers for Medicare and Medicaid Services in charge of overall project management, “despite the fact that CMS has no experience managing large IT projects.” Compounding the likelihood that the train wreck which has occurred would occur, project managers appear to have mostly fiddled for over 2-1/2 years to ensure that most controversial matters would be kept from the public until after the 2012 elections.

The bureaucratic control freaks convinced the obviously incompetent project managers that the government simply had to have a mountain of information about each potential applicant before they could even be allowed to shop for plans. Then things went from merely disgraceful to utterly inexcusable. We now know that Sebelius’s crew opened HealthCare.gov despite being warned [10] just four days before its launch that it would be “a ‘high’ security risk” for users “because of a lack of testing.”

No private firm would launch under these circumstances — and if any did, law enforcement would be frog-marching company executives to jail within days.

.. You go were your potential audience is , though . However , for Madame Secretary , it was a huge embarassment . Why , do you ask ? When a patron was accessing the “healthcare.gov” site , with Her Royal Highness looking over her shoulder , guess what happened ?

.. the website crashed . Ha!Ha! No joke , it did ! How stupid is that . Nice prep work and stagecraft , guys and gals . Oops !

… The Gettysburg Address [the Sesquicentennial] …

.. today is the 150th anniversary (or , sesquicentennial) of President Abraham Lincoln ‘ s famed oration at the dedication of the National Military Cemetary at Gettysburg , Pennsylvania .

.. The cemetary itself was not complete . The workers for the government were still finding bodies (Union and Confederate) all over the place . Many , many wounded were still being put up in and around the immediate area of the battle , and , due to the medical standards of the time , men were still dying of their battle wounds .

.. President Lincoln was not the primary orator invited to the event . Far from it . The famed ambassador , governor , and well – known orator Edmund Everett was the one that was the focus of attention . Mr. Lincoln was invited to give a few ” appropriate remarks . ”

.. Boy , were they ever ” appropriate . ” Ambassador Everett knew right away the importance of the speech , saying (I think) ” I wish I had gotten the point of the event in two hours , where you , Mr. President , have done so in two minutes . ” Thank you , Mr. President .

.. as to the Civil War , oh yeah , it was still going on . the combined battles of Lookout Mountain and Missionary Ridge are but a week away . Most of the rest of the campaigning had ceased for the winter , a bit early . Given the brawling throughout 1863 , I am not surprised at that .

.. As to our current President , not now . I will comment on his actions at another time . Here is my presentation of a reproduction of President Lincoln ‘ s Gettysburg Address …

ADDRESS DELIVERED AT THE DEDICATION OF THE CEMETERY  AT GETTYSBURG.

Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the  proposition that all men are created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure.  We are met on a great battle-field of that war. We have come to  dedicate a portion of that field, as a final resting place for those who  here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we can not dedicate— we can not consecrate—we can not hallow— this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced.
It is rather for us to be here dedicated to the great task remaining before us— that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion—  that we here highly resolve that these dead shall not have died in vain — that this nation, under God, shall have a new birth of freedom—and that government of the people, by the people, for the people, shall not perish from the earth.

.. News Item : the Republican party is opposed to ObamaCrapCare . It always has been . When the original bill was being considered , what was the response of the Administration and the DemoCraps ? The DummyCraps did not want any opposition suggestions . They ignored the GOP suggestions , poo – pooed them , and tossed them aside , as if they did not matter , not one whit . So , when you get supercharged opposition to the implementation of ObamaCrapCare , what did you expect ? Nothing ? You got what you should have expected . Full scale and vehement and unswerving opposition . Duhhhh !! ..

.. If an opposition party is completely and totally opposed to your policy , they will do what anyone would expect . O – P – P – O -S – I – T – I – O – N . So what else did you expect ? Contributions to the cause ? No thanks . Especially when you dismiss suggestions for improvements out of hand .

.. He is an empty suit for a reporter if there is ever one . He generally is clueless as to tough questions . Forget about anyone of a conservative bent getting a fair hearing with Gregory . If NBC Snooze were not such a sad sack (principally due to lack of talent , the rest due to the loons at pMSNBC) , the higher ups at the network would be able to find someone with a fair bit of talent . Tim Russert has to be turning over in his grave at the state of his old show . Even Garrick Utley did a top flight job , next to Gregory .

.. That is what makes this interview so surprising ([link] here ) . Nancy Pelosi signed on to appear on the show , and probably figured that she was going to get the ususal fluff questions that most liberals get . You would be wrong , for once .

.. The midterm elections will be , in large part , about ObamaCrapCare . Better yet , POTUS will not be on the ballot . So , no boost for the DemoCraps from Obama and his LSDD minions . Doing what may shape up to happen will help to shape the terms of the debate . Best of all , it will be in the GOP’s favour . The DemoCraps will be on the defensive all campaign long . Goody , Goody , Goody !

.. when it is small – town newspapers calling for repeal and replacement of ObamaCrapCare , that is one thing , but …

.. when it is the editorial pages of the Chicago Tribune [link1] , and the Las Vegas Review – Tribune [link2] ?

.. that is something else . The Tribune is , of course , the largest newspaper in the Tribune newspapers chain , and is the largest newspaper in Chicago , Illinois , the home of POTUS . The Las Vegas Review – Journal is , by far , the largest newspaper in the state of Nevada , as well as Clark County , and the city of Las Vegas . Las Vegas is , of course , the seat of power of Dingy Harry Reid the (for now) Majority Leader of the U.S. Senate .

.. That these two papers are ringing the bells of these two jokers is not insignificant . Obama will never be on a political ballot , again . Right now , Dingy Harry is likely to retire when he is up again . Reid will have a gigantic target on his back , by then be the Senate Minority Leader , and have more than one well – financed opponent . A primary opponent for Dingy Harry (from either the right , or from the left) cannot be ruled out . Things could get very hot , indeed for the Dingy One .

Congressional Democrats can’t run away from this mess fast enough, as evidenced by the number of partisans proposing or supporting legislation to let individuals keep their current plans — which led to the president’s Hail Mary on Thursday. At this point, however, it’s impossible to fix that broken promise. The insurance industry, which has spent all year entirely remodeling plans to become Obamacare compliant, can’t turn it all back around in just 45 days and is furious with being scapegoated into trying to do so. An industry insider told BuzzFeed.com, “This doesn’t change anything other than force insurers to be the political flak jackets for the administration.”

Said Karen Ignagni, president of America’s Health Insurance Plans: “Changing the rules after health plans have already met the requirements of the law could destabilize the market and result in higher premiums for consumers.”

As the guys in those Guinness commercials would say, “Brilliant!” Obamacare policy premiums in many cases were already going to cost significantly more money; this “fix” could cause even bigger increases. The law is so deeply flawed, with so many components in direct conflict with one another, that tweaking just one part will accelerate its collapse.

The Obamacare debacle is just getting started — and it only gets worse from here. Repeal and replace.

.. It is about a California woman . Her name is Diane van Peursem , normally a housewife . She is a mother of two children , and is a part – time worker at Disneyland . She was abruptly dropped by her insurance carrier , courtesy of the “essential benefits” rules enacted by the ObamaCraps in ObamaCrapCare .

A California woman was abruptly dropped from her insurance company.

Deanne Van Peursem, mother of a teenage daughter and part time worker at Disneyland was notified via a letter that her that her current insurance plan did not meet the requirements set by Obamacare and that she was being dropped from coverage with their company.

Van Peursem is one of the 1.1 million Californians whose health insurance was dropped due to harsh regulations imposed by Obamacare. Obamacare has ten minimum standards, including: maternity care, emergency visits, and mental health treatment.

Van Peursem told KCAL- “We need to find other means for people who are very low income to be able to afford the insurance.”

She spoke honestly when asked by KCAL what she thought of Obama’s last-ditch attempt to remedy the Obamacare disaster on Thursday by allowing Americans to keep their current health insurance plans, “I think he was dishonest about it because I understand that everybody is supposed to have healthcare, that they [the Obama administration] want everybody to have healthcare, but it’s still hard because there’s people who still cannot afford it.”

… Amazing [ObamaCrapCare Stunt in D.C.]

.. Not surprising , considering the financial risk how many of them are taking on dealing with the possible Medicaid

expansion . And , on how many of them rejected participating in said expansion , once the U.S. Supreme Court gave them the option to do so in NFIB v Sebelius . They well know what a financial monster the Medicaid program has now become . The federal government made similar promises in the 1960s and the 1970s to the states , and look where that got them . The ” Medicaid Monster ” is the largest growing line item in many states ‘ budgets . Many of them have to go with a bare – bones approach to Medicaid , just to bring some sense to their budgets and their bottom lines . The federal government does not , unfortunately , have a balanced budget amendment . Virtually all of the states do , however .

.. The People ‘ s Republic of Columbia (a.k.a. , our Nation ‘ s capital) is not one of them . Their insurance commissioner had good questions about the morality and legality of POTUS ‘ so – called ” administrative fix . ” Not a surprise . Unfortunately , what happened next was not , either .

.. The Mayor of the People ‘ s Republic (Vincent Gray) fired the insurance commissioner . Coincidential ? I think not . Considering that he questioned and disagreed with POTUS ‘ actions ‘ , how bad would that look for the DemoCraps in the People ‘ s Republic if they refused His Lordship ‘ s request (er , dicktat) . They would look very , very bad .
